do I have green coralline algae?

My base rocks are now turning green, steadily though, they're not growing quick but they're spreading. They're not fuzzy and they look like they've actually stained the rocks. I tried to scratch it off and see if they would come off and nothing happened. Could think be coralline algae? Also I have these little tiny white specs on my glass that look like they're moving around, what is it? Is my tank bad? :( my tanks been up for about 3 months
