Hair Algae still growing despite ideal levels of Nitrate and Phosphate

Hi,
I made a thread previously about hair algae and what to do to get rid of it. The answer was get the phos and nitrate down to a minimal level to control algae. I knew that already and was in the process of doing so. The levels are now under control. Nitrate <.5 , phos .01. I don't have a protein skimmer currently. I am getting a reef octopus hob soon. Will the protein skimmer take care of the algae problem. Idk what else I would have to do. I use rodi water, my levels are all perfect. 29 gallon tank with a canister filter. I am assuming the main solution is protein skimmer.
