Phosphate!!!!!

hello everyone i am about ready to break my 220 down i need help so my phosphates have been 0.39 i have added a brs jumbo reactor full of hc gfo and i also have the mrs dual reactor with some normal gfo and rox 0.8 carbon i don't know why they r so high but i think it is because I'm using faucet water for ato but I'm setting up my brs 6 stage 150 gpd rodi system could the faucet water be the issue please help!!!!
